This article from Newsday’s Washington Bureau describes the content and reception of a Markle Task Force report that  was given to the White House in October 2002. That report recommended the creation of a Homeland Security Department, which would be centrally responsible for collecting and analyzing national security intelligence from other agencies.  “A new Department of Homeland Security—not the FBI—should be the hub for collecting and analyzing domestic intelligence about possible terrorist attacks, bipartisan panel of experts and former intelligence officials recommends.”
