Carol Raphael, MPA, is the President and Chief Executive Officer of the Visiting Nurse Service of New York, the largest nonprofit home health agency in the United States and a leader in the application of technology to improve outcomes of care. Prior to joining VNSNY, she was Director of Operations Management at Mt. Sinai Medical Center and Executive Deputy Commissioner of the Human Resources Administration in charge of the Medicaid and Public Assistance programs in New York City. She chairs the New York eHealth Collaborative, a public-private partnership working to advance the adoption of health information technology in New York State.
Raphael was a member of the Medicare Payment Advisory Commission (1999-2005) and of the New York State Hospital Review and Planning Council (1992-2004), where she chaired its Fiscal Policy Committee. She is also on the Boards of AARP, Pace University, the Continuing Care Leadership Coalition, and served on the Lifetime Healthcare Board (2002-2010). She is a member of numerous advisory boards including the Harvard School of Public Health’s Health Policy Management Executive Council, New York City Health and Mental Hygiene Advisory Council, the Geriatrics Practice Scholars National Advisory Board, and the New York University School of Nursing Advisory Board.
Raphael has an MPA from Harvard University’s Kennedy School of Government, and was a Visiting Fellow at the Kings Fund in the United Kingdom. She was recently listed in Crain’s New York Business 50 Most Powerful Women in New York City.
