Active in Vermont health care and Medicaid policy since 1992, Hunt Blair serves as Deputy Commissioner for Health Care Reform in the Department of Vermont Health Access, the state’s Medicaid agency. The Division has responsibility to coordinate across state government, and with public and private partners, to foster collaboration, inclusiveness, consistency, and effectiveness in health care reform. It is also the state lead for HIT and Health Information Exchange policy, planning and oversight. Blair is active in national discussions about the integration of HIT and health reform and serves on the ONC HIT Policy Committee Information Exchange Work Group.
Previously, Blair served as Vermont Director of Public Policy at Bi-State Primary Care Association, where he oversaw expansion of Vermont’s community health center program from two FQHC grantees operating seven sites in 2002 to eight FQHC grantees operating 41 sites today. The New England Rural Health Roundtable awarded him its Leadership Award in 2008 for his work on Vermont health care reform. In addition to his policy work, he is a licensed Nursing Home Administrator. He developed and secured a Certificate of Need for a multi-level, long term care center spanning public housing and assisted living to skilled nursing, managed projects for rural hospitals, and also represented Vermont long term care providers as Deputy Director of the Vermont Health Care Association. He graduated with an AB Honors degree in Semiotics from Brown University in 1983, and has been “deconstructing” and conducting post-structural analysis of health care systems ever since.
As a state employee, he collaborates with Markle, but does not endorse documents.
